Job Description: Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. Requires a bachelor's degree in area of specialty and at least 10+ years of experience in the field or in a related area. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department.

The PeopleSoft Payroll/Payroll Tax Consultant provides functional support for PeopleSoft v 9.1 specifically for Payroll and Payroll Tax Processes. This individual will report to the BSC Applications support team with primary customers/stakeholders which include the payroll and payroll tax teams. This position will not be responsible for applying the tax updates to the test and production environments as this task is accomplished by the IT area. The candidate must have SME with PeopleSoft Tax updates. Extensive experience working within a PeopleSoft environment specifically with functionality related to payroll tax compliance.

Responsibilities include:

   » Act as a liaison between the IT, Payroll and Payroll Tax Management to implement PeopleSoft Tax updates; interact with non-technical functional users to develop business requirements for tax updates, create and execute test plans related to tax update testing, documentation and manage user-acceptance testing.
   » Serve as multi-state Payroll Tax compliance subject matter expert.
   » Define end to end business processes for tax update testing, oversee change management due to tax updates, and create and deliver training to end users with respect to changes applied as a result of tax updates.
   » Troubleshoot system issues and oversee implementation of PeopleSoft Tax Updates.
   » Develop payroll and tax queries for end users.

Requirements:
   » Bachelors Degree in Human Resources, Business Administration, or technology related field.
   » Minimum 5 years experience in a functional or technical role supporting Payroll with in-depth knowledge of end-to-end PeopleSoft Payroll, Tax, and Time and Labor modules.
   » Experience with multi-state and local tax withholding regulations.
   » Excellent verbal and written communication skills are essential.
   » Ability to work independently and take leadership role in working with various stakeholders to identify and translate business requirements into functional specifications through hands-on analysis.
   » Project management and process improvement implementation experience.
   » Advanced PeopleSoft query writing skills.
